I have the evaluation version of Paint Shop Pro version 7 or something like that I think and the palace palette works just fine with it. You don't REALLY need the palace palette to get your avatars on the Palace, that just sets the colors right for you so you don't have to edit them...basically when you make a avatar using drag and drop or whatever you use you cut it from whatever paint program your working on, go to edit in Palace (the part on the top where it says file and then edit, click that edit) then scroll down to where it says paste multiple props and it'll paste your avatar in your prop bag in separate props. All you need is your regular paint program to accomplish this, you don't even really need PSP or Adobe or anything like that unless you want to use the palace palette to apply the correct colors.
