!!!can't install the avatar creator properly!!!

I can't install the avatar creator properly!!! I downloaded it, and when i click the setup, there's a box with a message saying that some of the system files aren't up to date. Then it says to click OK for the system to update the files. When I click it, it doesn't update the files. What should I do!?!?!?!?
